Vancouver Real Estate - Leaky condo loan program has been scrapped

The provincial government announced on July 31st, 2009 that it was ending the loan program of the Homeowner Protection Office.
The loan program was initially set up by the NDP government in 1998. At the time, many advocates were calling on the government to pay outright for renovations required by the leaky condo mess. The loan program was intended to last 10 years and have a $250 million budget to refurbish condos built prior to 1999 (when the building code was changed to require rainscreening). Instead, it lasted until 2009 and loaned out $670 million.

The loan program had funding issues that resulted from the decline of the BC real estate market in the last year. Funding for the program came from a levy placed on new construction by the provincial government. With the decline in the market there was a fall in new housing starts that dried up the funding source.

When announcing the end of the program, Colin Hansen claimed that there is no longer a need for the loan program. I strongly disagree. As a Vancouver realtor I know of many buildings in this city that were built before 1999 that have yet to be fixed. Where will funding come from for the financially strapped owners of these buildings when the time comes?

In addition, there are also a number of buildings built under the new building code that have building envelope issues. Rainscreening, or concrete construction, are not guarantees of sound construction. The provincial government needs to continue this loan program in order to maintain confidence in the quality of our construction industry and our real estate market.

Interestingly, while the government is going to stop funding the program they will continue to collect the $750 levy on new housing starts (used as the funding source for the program).

Kitsilano Real Estate Market Heats Up

Since The Bank of Canada dropped their lending rate a quarter point, you can now get a mortgage in Vancouver, BC for as low as 2.75% (prime plus .5%).
How has this affected people's decisions to buy?
Well, to put it in perspective, 2 year ago a $500,000 mortgage at 5% with a 25 year amortization would have cost a homeowner $2,923 a month.

Now, with since prices have dropped an average of 15%, a $425,000 mortgage at 2.75% with a 25 year amortization will cost a homeowner $1,960 a month.
This is a $1,000 a month savings compared to two years ago!

The word is that the prime rate will remain steady through 2010. Fixed mortgage rates will change with the bond market but the variable mortgage rates which are tied to the Prime Rate offered by a bank and more affected by the Bank of Canada's rate will likely remain unchanged.

Because of these savings we're seeing a very hot spring market with many buyers out there searching for their first home. In the Kitsilano Real Estate Market, well priced condos are selling for above asking price with multiple offers in less than a week.
Entry level two bedroom townhomes in Kitsilano and entry level one bedroom condos in Kitsilano seem to be the hottest properties on the market this spring.

Parks in Kitsilano

Kitsilano is home to 16 parks scattered throughout the area and next to downtown has the most parks in City.
Do you know who Almond Park was named after? Named for Alderman Henry Elston Almond, Almond Park exudes a feeling of tranquility. The park offers a fantastic display of flowering shrubs and magnificent old trees. An upper pathway winds through a shady grove, leading to the popular playground area. It opened in 1928.
And the beach which was originally known as Greer's Beach, named for the pioneer who unsuccessfully challenged the Canadian Pacific Railway (CPR) take over of his homestead here in the 1890s. Later, private citizens raised the money to purchase the beach front land back from the CPR while the Park Board leased additional lots to create this popular park. This is now the very popular Kits Beach.

Kitsilano Pool, Vancouver's largest draw and fill salt water pool was first opened at the waterss edge in 1936 and became an instant success. It was replaced in 1979 by an ocean side tank (about 150 meters at its outer most edge) which sports salt water and is heated. This is the park where old Engine #374, that in 1886 pulled the first transcontinental CPR train into Vancouver, resided for many decades on a piece of track on an old CPR right of way. The Engine was lovingly restored by train buffs in time for EXPO '86. The train now resides in a plexi glass pavilion adjacent to the Roundhouse Community Centre.
The other parks in Kitsilano are - Almond Park, Arbutus Greenway Park, Connaught, Delamont, Hadden, Kits Beach, Margaret Pigott, McBride, Pt. Grey @ Stephens, Pt. Grey @ Stephens, Pt. Grey @ Trutch, Rosemary Brown, Seaforth Peace, Tatlow, Vanier and Volunteer.

Kitsilano condo market update

The Vancouver Real Estate Market analysis for condos in Kitsilano saw sales more than double in February, compared to January 2009. The past February saw the highest number of sales in Kitsilano since July 2008.
The average price for sold condos dropped to $417,000 and the average days on the market for sold condos is at 38 days.
February also saw that the entry level market is driving real estate in Kitsilano with 23 of 28 sales under $500,000. The condo supply is down from 9 months to 3.8 months and the condo's over the $660,000 range are moving very slowly.
The offers a fantastic opportunity for those living in one bedroom condos in Kits who want to upgrade to a larger two bedroom condo in Kits.

Some Kitsilano Market Stats:

Listings -107. 8 listed under $300,000. 35 listed between $300,000 and $400,000. 30 listed between $400,000 and $500,000. 20 listings between $500,000 and $600,000 and 14 listed over $600,000. Least expensive $244,000 for 453 sq.ft. studio .

Most expensive $631,000 for 1350 sq.ft. This condo last sold for $380,000 in spring 2003.

Vancouver Homebuyers reap the rewards of Patience

It's a buyer's market right now and first-time homebuyers who resisted the urge to take the plunge and purchase a condo in the Vancouver real estate market when it was hot are now finding that good things come to those who wait.
Softening prices, a larger number of condos and homes to choose from and extremely low interest rates are helping to make home buying more affordable and less stressful for those deciding to purchase their first home in Vancouver.
Many buyers had been watching the market but held back in purchasing because of the soaring prices and lack of affordability.
Now that prices have dropped 15-20%, homes and condos in the Vancouver real estate market are now selling at 2006 prices.
In Kitsilano, you can now purchase a one bedroom condo for between $280,000 to $320,000. These same condo's were selling in the mid to high $300,00 range last year. Downtown Vancouver condos are selling in the low $300,000 mark where the same condo a year ago was selling for approximately $400,000. Kitsilano

Kitsilano, better known as Kits, is an energetic and active community that sits between English Bay to the North & 16th Ave. to the south and between Burrard St. (East) & Alma St. (West).
